Philippine Business Regulations Information System (PBRIS): Smart & Inclusive RuleMaking, All In One Place

The Philippine Business Regulations Information System is a platform made to provide accessible information on business regulations issued by the Philippine government.

The Philippines’ Anti-Red Tape Authority (ARTA) partially launched the online platform last year where the public and government agencies can access all regulations related to opening a business. The launching of the Philippine Business Regulations Information System (PBRIS) would help ensure the dissemination and public access to information on regulatory management.

​According to ARTA deputy Director General, Undersecretary Ernesto Perez, "This will allow both the transacting public and a government agency a platform wherein one who intends, for instance, to engage in a particular business will just click on his computer and they would like to find out what are the regulations involved when he intends, for instance, in the business of food." Read here: https://governance.neda.gov.ph/anti-red-tape-body-launches-online-resources-on-business-regulations-for-startups/. Also, he said the system will provide public as well as government agencies a way to know if regulations have been revised or updated.

​To ensure that the regulations are effective, government agencies are mandated to conduct regulatory impact assessment (RIA). With the PBRIS, the public can check if the regulation has undergone RIA.

​Through RIA, regulators are now required to consult stakeholders when creating regulations or making changes to them. The public can use the consultations pane of the PBRIS.

Finding regulations is faster and smarter in the PBRIS. With its search catalogue, the public can filter based on agency, sector, effectivity, and even locality.

The PBRIS is a web-based repository of business and non-business regulations issued by the Philippine Government and it also serves as a platform for the Regulatory Management Process of the country. The portal, which will be linked to the official website of the ARTA, provides a ready reference for relevant and up-to-date information on regulations. Once fully developed, the system shall facilitate the adoption of all good regulatory practices in regulations through the full implementation of the Regulatory Management System and Regulatory Impact Assessment.
