The Philippine Statistics Authority (PSA) welcomes the issuance of the Bangko Sentral ng Pilipinas (BSP), which requires the acceptance of the Digital National ID, and the use of the National ID authentication services in financial transactions. According to BSP’s Memorandum No. 2024-026, all BSP-Supervised Financial Institutions (BSFIs) are required to ‘accept all formats of the National ID, including the Digital National ID, as an official government-issued identification document’, and ‘a valid and primary proof of identity, subject to authentication’. BSFIs are also required to include the National ID and its recognized formats in their respective list of acceptable valid IDs.
The Digital National ID, developed through the partnership of the PSA and the Department of Information and Communications Technology (DICT), is the digital version of the National ID that is easily downloadable via https://national-id.gov.ph/ or the eGov application using computers or smartphones with an internet connection. It can be presented as a valid proof of identification and age in any government or private transactions. For authentication, BSFIs are required to use the National ID Check via https://everify.gov.ph/check to verify the authenticity of the different formats of the National ID, including the Digital National ID. In addition, integrating with the National ID System is encouraged among BSFIs through National ID eVerify at https://everify.gov.ph/. The platform, also a collaboration between PSA and DICT, streamlines the onboarding process of relying parties such as financial institutions to the National ID system by allowing a fully online application process, including submission of required documents. It also features a secure and efficient identity verification method that includes advanced facial recognition technology for real-time matching of an individual’s face, among other registered information, with the National ID registry. BSP’s issuance, which covers all BSFIs providing financial products and services such as banks and remittance centers, is in support of the PSA’s public advisory issued on 11 June 2024 informing the public, and government and private institutions about the Digital National ID and National ID authentication services. “BSP has been a supportive partner to the rollout of the National ID system right from the start. This issuance is a testament of our commitment to our shared goal of accelerating financial inclusion in the country,” said PSA Undersecretary Claire Dennis S. Mapa, PhD, National Statistician and Civil Registrar General. “With the acceptance of the Digital National ID in BFSIs, we envision that more registered persons will have access to financial services.” Usec. Mapa also called on financial institutions to integrate with the National ID system. “We continue to urge our relying parties in the financial sector to honor the Digital National ID, which is a reliable proof of identity that can easily be authenticated for more secure transactions.”
